City of Port Isabel Privacy Policy
Website and Customer Text Messaging
Effective date October 2, 2026
The City of Port Isabel (“City,” “we,” “us,” or “our”) explains in this policy how information is collected, used, and disclosed through City webpages and forms covered by this policy and the City’s voluntary customer text messaging program. This policy covers residents, customers, and other people who interact with those services. STX Campaign Solutions provides text messaging services to the City on the City’s behalf. The City is the sender of municipal messages and manages the program’s approved communications.
INFORMATION WE COLLECT
We may collect information you provide, including your name, email address, mailing or service address, telephone number, and information needed to respond to a City service request. For text messaging, we collect your mobile number, subscription preferences, consent records, and opt-in and opt-out history. These records may include the date, time, method, and disclosure associated with your consent, along with messages and delivery information.
City websites and service providers may collect technical information such as IP address, browser type, pages visited, and cookies or similar technologies where used. Information collected depends on the service you use. Do not send passwords, full payment card numbers, Social Security numbers, or other sensitive information by text message.
HOW WE USE INFORMATION
We use information to provide City services, respond to questions, manage customer communications and subscriptions, maintain consent records, troubleshoot delivery, protect systems, and meet applicable legal and records obligations. Text messages are limited to the program categories disclosed when you subscribe, such as customer service updates, account reminders, service interruptions, or City notices. We do not use consent to City service messages for political campaign communications.
TEXT MESSAGING CONSENT AND CHOICES
Participation in the City’s text messaging program is voluntary. Providing a telephone number, visiting a website, or receiving City services does not by itself enroll you. We obtain affirmative consent through the enrollment method presented to you. Consent applies to the identified City program and message categories; it is not transferable to other senders. Consent to text messaging is not a condition of purchasing goods or services.
Message frequency varies. Message and data rates may apply. Reply STOP to unsubscribe or HELP for assistance. You may also contact the City using the contact information below. After an opt-out request, you may receive one confirmation message, but no further program messages unless you opt in again. Opting out of text messages does not cancel City services. Delivery is not guaranteed; do not rely on this program as your only source of urgent information.
MOBILE INFORMATION AND CONCENT PROTECTION
We do not sell, rent, or share your mobile number, SMS opt-in data, or text messaging consent with third parties or affiliates for their marketing or promotional purposes. We do not transfer your consent to another organization or permit it to be used for another organization’s messaging program.
We may provide only the information necessary to STX Campaign Solutions and its contracted telecommunications and technical service providers to operate and support the City’s program on our behalf. These providers are permitted to process that information for service delivery and support, not for their own marketing. Legally required disclosures are addressed below.
OTHER DISCLOSURES AND PUBLIC RECORDS
Access to personal information is limited to authorized City personnel and STX Campaign Solutions and other contracted service providers who need it to perform City functions. We may disclose information when required by law, a valid court order, or other binding legal process.
As a Texas governmental entity, the City is subject to the Texas Public Information Act. Information submitted to the City may constitute a government record. The City will evaluate requests under applicable law and protect information that is legally confidential. This policy does not create a confidentiality exception or guarantee that all information submitted will remain private. Any disclosure required by law is not permission to sell mobile information or transfer messaging consent for marketing.
SECURITY AND RETENTION
We use reasonable administrative, technical, and organizational safeguards appropriate to the information we handle. No electronic transmission or storage system can be guaranteed completely secure. We retain information under applicable City records retention schedules and legal requirements. Opting out ends your subscription; it does not necessarily erase records the City must retain, including consent and opt-out records.
ACCESS CORRECTIONS AND WEBSITE CHOICES
Contact the City to request a correction to your contact information, update subscription preferences, or ask about information held by the City. Requests are handled subject to applicable law, verification, and records retention obligations. You may manage cookies through your browser settings; doing so may affect website features. Third-party websites linked from City pages have their own privacy policies.\
CHILDREN
The voluntary customer text messaging program is not directed to children under 13. If you believe a child under 13 enrolled or submitted personal information through this program, contact the City so it can review the matter and take appropriate action consistent with applicable law and records requirements.
POLICY UPDATES
We may revise this policy as services or practices change. The revised policy will be posted with an updated effective date. A policy update does not enroll you in text messages or authorize messages outside the scope of your consent.

City of Port Isabel SMS Terms and Conditions
Effective date: October 2, 2026
These terms govern the City of Port Isabel Customer Text Messaging Program. The program provides voluntary SMS and, where supported, MMS communications to customers and other subscribers who affirmatively enroll. These terms apply together with the City’s Privacy Policy at Privacy Policy..
PROGRAM PURPOSE AND MESSAGE TYPES
The City sends messages about events and emergencies. Include only categories shown in the enrollment disclosure and covered by the subscriber’s consent. Potential categories for City review include customer service responses, account reminders, service interruption notices, and municipal service updates. These examples do not establish that the City offers those message types. This municipal program does not send political campaign messages.
ENTROLLMENT AND CONSENT
You enroll by completing a City enrollment form with a separate affirmative SMS consent selection or by another enrollment method expressly offered by the City. Supplying your phone number in an account record or service application alone does not enroll you. You agree to receive recurring messages from the City about the disclosed subjects, including messages sent using automated technology. Consent is voluntary and is not a condition of purchasing goods or services or receiving City services.
You must provide a mobile number you are authorized to use. Consent is specific to the City and the disclosed messaging program. Consent is not sold or transferred to other senders. The City maintains records of enrollment and consent.
MESSAGE FREQUENCY AND CHARGES
Message frequency varies with the services and notifications you select. Message and data rates may apply under your wireless plan. Ask your wireless provider about charges. SMS and MMS availability depends on your device, plan, and provider.
UNSUBSCRIBE AND HELP
Reply STOP to unsubscribe. You may receive one final confirmation of your opt-out. No additional program messages will be sent unless you affirmatively enroll again. You may also request removal by contacting [support telephone] or [support email]. An opt-out does not cancel your City account or services.
Reply HELP for program assistance, or contact [support telephone] or [support email]. Support hours are [insert actual hours]. If you change or give up your mobile number, notify the City or unsubscribe so messages are not sent to the new user of that number.
PRIVACY AND MOBILE INFORMATION
The City’s Privacy Policy explains information collection, use, service provider processing, retention, and legally required disclosures. Mobile numbers, SMS opt-in data, and consent are not sold, rented, or shared with third parties or affiliates for their marketing or promotional purposes. STX Campaign Solutions and its contracted service providers may process necessary information on the City’s behalf to deliver and support the program. City records remain subject to applicable law, including public records and retention requirements.
DELIVERY AND PROGRAM CHANGES
Delivery can be delayed or fail because of network, device, or other conditions. Wireless carriers are not liable for delayed or undelivered messages. Text messages are not a substitute for required legal notices or emergency services. Do not use this number to request emergency assistance.
The City may revise or discontinue this program and will post updated terms with an effective date. Changes do not authorize messages outside your consent. Where additional consent is needed, the City will request it before sending those messages.
